Jirapa Municipal Assembly has approved 2026 Budget, MTDP and AAP after the Hon. MCE Presented EXECO Recommendations for Ratification.


The Jirapa Municipal Assembly held its 3rd Ordinary Session for the last quarter on 6th November 2025 at the Municipal Assembly Hall.

The Presiding Member, Honorable Benedict Ninfaazuma in his remarks welcomed all Assembly members and used the opportunity to introduce the new Municipal Coordinating Director, Chief Wumbie Ibn Zakaria.
Minutes of the last session was tabled for discussion and approval.

The Municipal Chief Executive, Honorable Peter N. N. To-Ang presented the speech which touched on various sectors of the municipality and submitted recommendations from Executive Committee for ratification.

He informed the house of some key postings as part of the administrative adjustments aimed at enhancing efficiency and improving coordination.
Key amongst them is the postings of the Municipal Coordinating Director, Chief Wumbei Ibn Zakaria who was warmly welcomed.
The Municipal Finance Officer, Mr. Saeed Adam Kurikpori was also newly posted from Wa West District Assembly.

The Honorable MCE mentioned that the Security situation is generally peaceful and stable.
Municipal Security Council (MUSEC) has been meeting regularly and assessing the security situation. Through collaboration with traditional authorities, youth groups and opinion leaders, we have managed to resolve chieftaincy disputes, land and communal tensions.

Under the Educational Sector key activities undertaken including Girls in ICT Digital Skills Training, My First Day at school, World Menstrual Hygiene Day and distribution of sanitary pads and the launch of Jirapa Education Improvement Fund.
The Jirapa Education Improvement Fund was co-launched by the Honorable MCE and the Member of Parliament for Jirapa, Honorable Cletus Seidu Dapilah to fund Quizes and comprehensive inspection or monitoring activities to improve learning outcomes.

The Health Sector has also undertaken significant achievements such as malaria chemo prevention therapy for children, food demonstrations in seven (7) communities, mass drug distribution on onchocerciasis. Also, contact tracing on confirmed leprosy and tuberculosis cases was carried out to mitigate the spread.

The Agricultural sector also continues to serve as the economic backbone of the municipality. Interventions such as Feed Ghana Programme which is a flagship project under the new government has provided improved seedlings, fertilizer and other agricultural services to some farmers. A total of 601 Farmer Based Organizations (FBOs) comprising of 12,589 farmers (5,713 males and 6,876 females) respectively. Farmers also received training programmes on modern farming techniques and climate-smart agriculture practices.
Internally Generated Funds (IGF) has shown commendable improvements as compared to same period last year. By the end of third quarter in 2024, Ghc465,458.18 was accrued as compared to GHc541,910.97 in the same period in 2025. IGF increased by GHc76,452.79 representing 16.4% increase. This is a result of enhanced Revenue Mobilization strategy and implementation by the Revenue Task Force.

Several infrastructure projects have been initiated key amongst which are Rehabilitation of selected feeder roads to improve access to markets and farmlands, and replacing non-functioning streets lights.

The Hon. MCE presented the recommendations from EXECO for ratification by the General Assembly.
Below are the recommendations:

  1. All WASH facilities in the Senior High Schools (SHS) should be worked on.
  2. The Assembly should renovate of Health Director’s bungalow and all health centres within the Municipality
  3. That the draft 2026 Composite Budget be forwarded to the General Assembly for consideration and approval.
  4. That the draft 2026 Fee-Fixing Resolution (FFR) be forwarded to the General Assembly for Consideration and approval.
  5. That 2026 draft Revenue Improvement Action Plan be forwarded to General Assembly for consideration and approval.
  6. That Management takes pragmatic measure to construct a Revenue
  7. Barrier at Hain to check revenue leakages and improve revenue
generation.
  8. That Management takes steps to desilt Chaare dam.

The Honorable MCE, expressed his profound gratitude to all Assembly Members, Heads of Department, Revered Chiefs, Development Partners, and the dedicated staff of the Assembly for their hard work, cooperation, and unwavering support throughout the year.
